The facility, informally dubbed “Beijing Military City” by intelligence analysts, is under close scrutiny by U.S. agencies. Construction reportedly began in mid-2024, with at least 100 cranes observed working across a five-square-kilometer area. Dennis Wilder, former head of China analysis for the CIA, described the development as a clear indication of China’s evolving military strategy. “If confirmed, this new advanced underground command bunker for the military leadership, including President Xi as the chairman of the Central Military Commission, signals Beijing’s intent to build not only a world-class conventional force but also an advanced nuclear warfighting capability,” Wilder told the Financial Times.

China’s embassy in Washington, D.C., responded to inquiries by stating it was “not aware of the details” of the facility but reiterated that China remains “committed to the path of peaceful development and a defense policy that is defensive in nature.” However, the scale of the project, combined with the Chinese military’s rapid expansion, has heightened concerns among U.S. defense officials.
Military experts note that the People’s Liberation Army (PLA) is undergoing extensive modernization, with a focus on nuclear deterrence and integrated warfare capabilities. Intelligence assessments have also linked China’s military buildup to President Xi Jinping’s directive for the PLA to be prepared for a potential Taiwan conflict by 2027, coinciding with the centennial of the PLA’s founding.
Despite the heavy construction activity, there is little public information on the project in China.
